By-Laws of Ark City Christian Academy

Parent Teacher Organization  (ACCA PTO)

Arkansas City, KS

Adopted 2013-2014 School Year

Article I.                Name

Section 1.01 The name of the organization is Ark City Christian Academy Parent Teacher Organization hereinafter referred to as ACCA PTO.

Article II.           Purpose

Section 2.01 The Purpose of the organization is to . . .

(a)     Encourage parents to assist with various school activities/functions/services.

(b)    Provide financial assistance to the school where needs are identified.

(c)     Foster an atmosphere of Christian fellowship.

(d)    Support the mission and vision of the school.

Article III.      Fiscal Year

Section 3.01 The fiscal year of the ACCA PTO shall begin on July 1st and end on the following June 30th.

Article IV.       Membership

Section 4.01 Any parent or legal guardian for a student at the school may be a member.  The principal and any employed staff member of Ark City Christian Academy may be a member.  All members shall have the right to attend and participate in all meetings and activities of the ACCA PTO.  There will be no assessed fee for membership.

Article V.            Meetings

Section 5.01 The ACCA PTO officers shall work with the principal to plan and set dates for Parent Teacher Organization programs and meetings.

Section 5.02 There shall be general meetings through the school year which shall be open to all members.

Section 5.03 Non-scheduled meetings may be called by the ACCA PTO Executive Board as necessary.

Section 5.04 A quorum shall consist of at least (3) three members of the Executive Board with no fewer than (3) three members who are not officers.

Section 5.05 Non-officer members may vote by proxy on forms approved by the Executive Board or electronic means approved by the Executive Board.

Section 5.06 The ACCA PTO shall conduct all business and approve all actions and adopt all resolutions by a majority vote of the Executive Board and members present at regularly scheduled or specially called meetings.

Section 5.07 The time and place of business meetings shall be announced at least seven (7) days prior to the meeting.

Section 5.08 Special event meetings may be called at will with the attempt of giving at least 24 hours notice.

Article VI.       Officers

Section 6.01 All Executive Board members shall be Christian role-models in their daily lives.

Section 6.02 The ACCA PTO Executive Board will consist of the following:

(a)     President

(b)    Vice-President

(c)     Secretary

(d)    Treasurer

(e)     Principal (ex officio)

(f)      Teacher Rep (ex officio)

Section 6.03 The Executive Board will have the authority to approve up to $100 per expenditure with a maximum of $500 in expenditures per school year by a simple majority of the Executive Board.

Section 6.04 Elected Officers and their duties:

(a)     President

                (i)     Presides over meetings of the organization and executive board.

             (ii)     Serves as the primary contact for the principal.

           (iii)     Prepares the agenda for meetings.

            (iv)     Represents the organization at meetings outside the ACCA PTO.

(b)    Vice-President

                (i)     Assists the President in any capacity the President deems necessary.

             (ii)     Performs the duties of the president in his or her absence.

(c)     Secretary

                (i)     Records the minutes of all meetings.

             (ii)     Takes and keeps a roster of all members attending each PTO meeting.

(d)    Treasurer

                (i)     Receives all monies of the ACCA PTO.

             (ii)     Keeps an accurate record of receipts and expenditures.

           (iii)     Prepares a monthly financial report to be presented at regularly scheduled ACCA PTO meetings.

            (iv)     Signs documents and checks as required.

              (v)     Provide a copy of each month’s financial reports to the Secretary for inclusion in the Minutes.

(e)     Principal

                (i)     Act as an advisor representing Ark City Christian Academy.

             (ii)     Present funding requests at meetings for consideration.

           (iii)     Retains final approval of events or functions of the ACCA PTO that may interfere with procedures, policies or the best interest of ACCA students and staff.

(f)      Teacher Rep

                (i)     Acts as a liaison between the ACCA Staff and the ACCA PTO Board and general members.

             (ii)     Reports PTO activities at staff meetings.

Article VII.  Election of Officers

Section 7.01 The officers shall be a president, vice-president, secretary and treasurer.

(a)     Each spring, the PTO President will call for nominations for upcoming open positions on the Executive Board.

(b)    An election will be held yearly to select the Executive Board of the PTO to be held during the May regular monthly meeting.  All members of the ACCA PTO shall be permitted a vote upon the slate of officers.  The candidates receiving the most votes, shall serve as officers with their term beginning July 1 through the following June 30th.

(c)     If there are open positions on the Executive Board, they may be filled at any regularly scheduled meeting.

(d)    The term of each officer shall be one (1) one year for up to (3) three consecutive years in the same officer position.

Article VIII.                     Finances

Section 8.01 All monies raised by the ACCA PTO will be kept separate from the ACCA general fund into an account designated by the Executive Board.

(a)     All funds including cash shall be deposited into the designated fund.

(b)    All funds received by the Treasurer should be deposited into the designated fund within 5 business days of receipt by the Treasurer.

(c)     Separate deposit receipts should be maintained for funds from each unique fundraising event.

(d)    The treasurer and up to 2 other members designated by the Executive Board shall be authorized signers on the designated account.

(e)     The Principal cannot be an authorized signer on the designated account.

Section 8.02 Monies will be used for expenditures approved by the ACCA PTO.

Article IX.       Amendments

Section 9.01 These by-laws may be altered, amended, or repealed and new by-laws may be adopted by the ACCA PTO members at any regular PTO meeting or special PTO meeting.

Section 9.02 Any ACCA PTO member may submit a proposed amendment in writing to the President at least 10 days prior to an ACCA PTO regular or special meeting.

Section 9.03 The proposed amendment shall be announced via mail or electronic means to the ACCA PTO members at least 7 days prior to the scheduled ACCA PTO regular or special meeting.

Section 9.04 All amendments of these bylaws shall require a majority vote of the members present and a two-thirds majority of the entire Executive Board.

Article X.            Dissolution

Section 10.01                    The ACCA PTO may be dissolved provided at least 10 days prior notice is given to the ACCA PTO membership, a vote taken at a regular or special ACCA PTO meeting and it is approved by a majority vote of those present.

Section 10.02                    Upon a vote to dissolve the ACCA PTO, the remaining PTO funds shall first be used to pay any outstanding PTO debt, then:

(a)     A vote shall be taken by the PTO membership to spend remaining funds on an item or items that benefit the students; or

(b)    The remaining funds be held in escrow by the ACCA School Board for use by a future ACCA School PTO.  If another PTO is not formed within 24 months, the funds shall revert to the general school fund and be used toward the benefit of the students under the discretion of the ACCA School Board.

 

These Bylaws were adopted by the membership by a majority vote during a Regular PTO Meeting properly called on November 12, 2013, and shall take effect immediately.
